DOHA, Qatar -- IOC President Thomas Bach defended his handling of the Russian doping scandal, attacked critics of the Rio de Janeiro Olympics and claimed no cities would have bid for the 2024 Games without his Agenda 2020 reform program. Paul Goldschmidt Jersey .In a speech to the general assembly of the Association of National Olympic Committees on Tuesday, Bach appeared determined to counter the negative public perception surrounding the Olympic movement following a turbulent year of doping crises, the troubled buildup to Rio and continuing concerns over the costs of hosting the games.Bach cited media headlines in the months ahead of the Rio Games about security, water quality, the Zika virus and allegations of state-sponsored doping in Russia. Citing Donald Trumps victory in the U.S. presidential election last week, Bach said the Rio Games were a case study in the difference between published opinion and public opinion and between perception and reality.Bach said the Rio Games were a great success, citing record global television viewership and social media interest, though he made no mention of the empty seats and organizational glitches that also affected the event. Bach said the success of the games was a miracle in light of the severe recession and political turmoil that Brazil has been going through. He also went to great lengths to defend the International Olympic Committees decision not to impose a total ban on Russia from the games, saying he has received support from dozens of world leaders on the issue. The World Anti-Doping Agency had called for the complete ban following a report by investigator Richard McLaren that detailed systematic, state-assisted doping in Russia. The IOC instead allowed international sports federations to decide which Russian athletes could compete.Bach said he has met with many heads of state and government since the games and all backed the IOCs position. They appreciated and acknowledged we did not take a political decision but we took a decision that took in the interest of sport and respected justice for clean athletes and protecting the clean athletes worldwide, he said. To see this acknowledgement and this appreciation by so many political leaders was a confirmation of our decision and is a great encouragement for all of us.McLarens final report is due out next month and will focus on allegations of Russian doping and manipulation of samples at the 2014 Winter Games in Sochi. Two IOC commissions are also looking into the allegations, which could lead to calls for sanctions on Russia for the 2018 Winter Games in Pyeongchang, South Korea.Bach said once the investigations and hearings are completed, the IOC will take the necessary measures and all the sanctions because if only part of this would be true, it would be an unprecedented attack on the integrity on the Olympic Games and on the Olympic competitions. On a separate issue, Bach said no cities would have come forward as candidates to host the 2024 Summer Games had the IOC not passed his Olympic Agenda 2020 project, which aims to reduce the cost of hosting the games and insists on maximum use of existing and temporary facilities.Several cities pulled out of bidding for the 2022 Winter Games over financial and political concerns. Last month, Rome withdrew from the 2024 race because of opposition from the citys new mayor. That decision leaves Los Angeles, Paris and Budapest, Hungary, as candidates.Without `Olympic Agenda 2020, we would have had zero candidates, Bach said. There would have been none. All of the candidates who you will see now and the others who were in the race or considering in the race, they can confirm this to you. They told us this.Bach also said that high-ranking Olympic official Patrick Hickey, who was arrested during the Rio Games on ticket scalping charges, deserves the presumption of innocence pending the resolution of his case. Hickey, who is not permitted to leave Brazil, has temporarily stepped down as a member of the IOC executive board and president of the European Olympic Committees.Bach said Hickeys arrest shows Olympic officials are not immune and must obey the laws and rules in other countries. What was in the past something that just concerned us in an organization is now concerning the rules and the laws of a country, Bach said. These laws of the country we have to respect, and each and every one of you has to take them into consideration when acting accordingly. Craig Counsell Jersey . The No. 1-ranked Nadal tweaked his back warming up for the Australian Open final, which he lost almost four weeks ago in a major upset against Stanislas Wawrinka. His first stop after the layoff is the clay in Rio as he tests the back and tries to stay healthy for the French Open in three months. Reggie Sanders Jersey . But now that hes in the NHL, the Calgary Flames centre showed big improvement in that department by scoring the winner in the eighth round of a 5-4 shootout victory over the Winnipeg Jets on Monday. https:///...ey-diamondbacks.html . -- Cam Newton pranced into the end zone, placed his hands over his chest and did his familiar Superman pose. CORAL GABLES, Fla. -- Miami coach Mark Richt and his staff are on the road recruiting this week, looking for players to fill various needs next year and beyond. His shopping list might expand soon.Quarterback Brad Kaaya -- who became Miamis all-time passing leader in Saturdays regular-season-ending victory over Duke -- has not divulged his plans yet, though it seems likely that he skips his senior season and enters the NFL draft. Theres other underclassmen who will also take a look at leaving early, and that means Richt will be having some important meetings soon.I dont know what Im doing, honestly, Kaaya said.If so, thats where Richt will offer whatever help he can provide.Whats about to happen at Miami is no different than what will happen at plenty of other schools in the coming days and weeks. Theres an NFL draft advisory board that, if contacted, will report back to a player and say if evaluators believe he is a likely first-rounder, likely second-rounder or other -- their way of saying, return to school.Kaaya will likely ask that board for input, and said he also has a group of mentors whose brains he will pick.I want whats best for all our guys, Richt said. If its in the best interest for him to move on, then thats what we want for him. Is that necessarily true? I dont know. Thats what weve got to investigate. Theres time between now and when they have to declare to try to get a real clear picture of whats in his best interest. Its not just Kaaya that Miami could lose early.Tight end David Njoku, who had touchdown catches of 58 and 76 yards in the win over Duke, is also likely to take a hard look at the NFL -- where former Hurricanes Jimmy Graham and Greg Olsen have been among the leagues best at the position this season. Joel Payamps Jersey. And running back Joe Yearby, a 1,000-yard rusher in 2015 who took a back seat to starter Mark Walton this year, is weighing his options.Ill talk to them soon, Richt said of the Hurricanes who may leave early. The first meeting is just about trying to get a feel for what theyre thinking. If theyre like, `Coach, Im coming back no matter what, it makes it pretty simple. If they say, `Im not sure, then it gets to a point where I want them to understand how Im going to go about it -- and that is educate them the best we can with the best information. Thats really NFL information.Until then, Miami will wait. There are no practices for probably two weeks or so, time that the Hurricanes will spend conditioning and working on academics. Miamis bowl destination will be finalized next Sunday, and its typical for most players to wait until the bowl game to announce if theyre staying or leaving.Kaayas timetable is unclear. But after a season in which Miami started 4-0, then went 0-4 and finished on another 4-0 stretch, he did acknowledge that hes savoring what this team has done. The guys didnt quit, Kaaya said. The guys kept getting up every day and going to work and doing the little things right. I figured at some point something had to give. The ball was going to go our way at some point because the guys never gave up.---More AP college football: www.collegefootball.ap.org and www.twitter.com/AP-Top25 ' ' '
